The Rome Statute has abolished immunities for senior state officials, including heads of state, but some countries attempt to defy the rule for political convenience

Paris says that while it respects the international justice system, Israel's leaders cannot be held accountable by The Hague as the country is not an ICC member

It said the Israeli leader was covered by immunity rules that apply to states which are not a party to the ICC. Israel is not an ICC member.
