Gavin Newsom on Monday proposed creating a new version of a program that ended last year, which offered rebates of up to $7,500 to qualified buyers of EVs or plug-in hybrids.

The funding could come from polluters under the state’s cap-and-trade program, which pays costs ultimately passed onto energy consumers.
