Moore has said the state will face difficult choices in handling its worst financial crisis in 20 years, leading to shortfalls that could reach nearly $6 billion by 2030.

Maryland Gov. Wes Moore introduced his $67.3 billion operating budget proposal for 2026 that he said is based on growing the economy to provide a path to work, wages and wealth. Moore said the state faces a fiscal crisis nearly a decade in the making based on increased spending amid a downturn in the economy and that his budget plan contains spending cuts and a tax code overhaul.

An overhaul of Maryland’s personal income taxes would give two-thirds of filers an average tax cut of about $173 while raising hundreds of millions of dollars more from those making more than $500,000 under a budget plan proposed Wednesday by Gov.

Moore has also pledged making $2 billion in cuts to help close a $3 billion budget gap, targeting some spending on climate initiatives and government inefficiency.

The Governor plans to fix it through a combination of cuts and tax increases that he says will move the state forward.
