The potholes are cool and the park is nice, but I'd avoid the other hikes. They are so close to the highway, and therefore so loud that it's hard to enjoy them. The kayaking is great too. Full review by jent890

Is there a place to dump camper waste even if you do not camp there?
A:
You would need a MN State Parks vehicle pass to enter the park, but it does not appear as if you’d need to have camped to pull through the dump station.

I would call the interpretative center before going. Spring can be a time of fluid change. They can tell what is blooming and if the snow has melted.
